Heck, if you look at ANY small business, they do exactly the same thing.  They funnel all net revenues out in payroll. Rarely do small companies declare and pay profits out in the form of dividends.

So, in essence, there is little real difference between a non-profit and a regular small business.  Except, non-profits extort money from its sources and pays it out for corrupt activities.
