Policies can be presented as bullet points. But the near thousand pages of Project 2025 are not represented by those half a dozen bullet points.
As to the distinction between being done and partly done, I would argue that the partly done are done being done and will remain partly done as they are no longer being done.

Since I like my conversations rare, I declare this one partly done, ergo finished.

I am only impressed by 30,000 pages of documentation that supports a 1,000 page bill.
That was passed into law on a whim. Reminiscent of 31,000 monkeys at typewriters...
So, 1000 pages of think tank non-policy doesn't frighten me anymore...
