What does "facilitate" mean? 

facilitate /fə-sĭl′ĭ-tāt″/
transitive verb

1. To make easy or easier.
   "political agreements that facilitated troop withdrawals."
2. To lead (a discussion), as by asking questions, mediating between opposing viewpoints, or ensuring that all participants' views are heard.
3. To make easy or less difficult; to free from difficulty or impediment; to lessen the labor of.
   "to facilitate the execution of a task.

Nothing there about bringing Garcia back to the U.S.
Had SCOTUS demanded his return, they would have used the word "effectuate". 
Words mean things and SCOTUS judges are notoriously careful about the words they use.
