The caves get handed down within the family generation after generation.
Some time around 1990 the government installed a single light bulb in each cave and government provided TV with a government provided coax cable.
IIRC there was just 1 channel and there were certain times when viewing was mandatory because the government was making an announcement.
To be sure of compliance there were "Block Wardens" responsible for making the rounds and seeing to it that everyone was tuned in.....
