Anything that your eyes can see from public, you have a well established Constitutional right to record, under the First Amendment. You can photograph a police station, a military base - anything you want, so long as you do it from public property. You can record the public access areas in a police station, in your city hall, in your county courthouse (but not in the court rooms while court is in session). I realize that any reflected light should be owned by the people it reflects off. But it it's kind of hard to enforce.
