I realize that any reflected light should be owned by the people it reflects off. But it it's kind of hard to enforce.

Anything that your eyes can see from public, you have a well established Constitutional right to record, under the First Amendment. You can photograph a police station, a military base - anything you want, so long as you do it from public property. You can record the public access areas in a police station, in your city hall, in your county courthouse (but not in the court rooms while court is in session). You are on camera every minute of the day. Even in your home, your teevee is watching, recording, listening, data mining.
Don't believe me? Start talking in your home about going to Hawaii - and just watch what the **** you start getting pitched online. Just watch.
