You don't need to be literate, or even particularly numerate, to understand numbers on a sign.
I can't imagine anyone driving for a living who wouldn't rely on a gps.

GPS doesn't tell you all bridge heights, hill grades, bridge weight limits, etc.
Evidence? Maybe.
In 2016 the Obama run FMCSA stopped having road side inspectors pull non english speaking drivers from the road.
Data from the National Safety Council
shows fatal crashes involving large trucks rising consistently starting in 2016, from about 4,500 in the nation that year to 5,837 in 2022.
By contrast, those annual figures stayed below 4,000 from 2009 to 2014.
