IIRC the "Shanty Town" was thrown together to give the lower ranking hospital workers a place to live near the hospital.
I was in my first year of a union apprenticeship program when the video was shown in class so no doubt they were doing their best to drive home the message that competition with millions of people willing to live like slaves was not in the best interest of the American working class.

They did EVERYTHING that your car could possibly need....including lacquer paint jobs.
The highlight of the trips was stopping at a family run, 2 table restaurant that featured fresh caught lobster, beans and fresh tortillas.
There was no menu.
