Bush made quite a number of religious-ish statements, even referring once to the Iraq invasion as a "crusade." He walked it back - but it had what I think was the intended effect in the arab world. They wanted chaos in the middle east so that they could restore order on their terms. Out of chaos, order - THEIR order. Sounds to me that Bush was trying to reach a compromise.
