Governor Hogan and Governor Moore have done little to resolve the situation in their ten years of tenure. O'Malley certainly set up the failure.
Hogan wanted the tough on crime approach. The dems here would not go for it. It does take money to lock half of Baltimore up. The outcome of the policy is debatable.
I heard Nancy Pelosi was from there originally. She must hate the damn place too. Imagine that, you have something in common with Pelosi.
