I wonder who has nuclear superiority in that regard.

You know what would make me laugh (even though it would result in the tragic death of millions and - admittedly I would celebrate since I am going short after one final rally - the market would crash)?

If Russia, China, and/or the USA decided to detonate nuclear warheads in ATMOSPHERE instead of using them on the enemy’s civilians in a confrontational war. 

Goal is thousand miles of blackouts instead of instant carnage to limit comm systems.

Wait till the market closes one day, and BOOM!

EMP blast creates chaos and blackouts across the East or West coast.

Market would limit down -20% the next day.
