Anyone who hasn't stepped into a new situation with best intentions to fix what they can, only to find it next to impossible to change very much hasn't been around.
Many times you can only do so much and have to be satisfied with that, like it or not.
I cannot imagine politics/bureaucracy being anything but awash in intransigent assholes.
I wish them luck in achieving baby steps.
