I would think if it did, it would have been signed that day in front of cameras. GovTrack.us reports that the bill passed the House on January 14, 2025. The Senate has yet to take action on the bill, and it is currently in committee, says Congress.gov. Once the Senate passes the bill, it will be sent to the President for his signature.
What I didn't see was what the penalties are. But I'm guessing it's real simple - loss of all federal funding. And it being a law,it'll have to be repealed, which will take political capital - unlike merely reversing an E.O.
