I see this as war.  In war you eliminate your enemy.  In war, if you cannot tell the neutral guys from the bad guys because they all come from the same place, kill 'em all.  Let God sort them out. It's not like we tried to figure this out when we annihilated Nagasaki.

In the 70s I took Bombs&Rockets with the late, great, Lyman Kirkpatrick .....on the final exam - asking about the process leading to a nuclear confrontation, I argued it would be irrelevant in the near future.
