Invading a foreign nation is a de facto declaration of war. And assuming the war is over is a major assumption. We are currently at war with Iran and Syria and Venezuela and Yemen. Hell, we're ar war with Russia through a proxy, and we are threatening war on Danmark. We just seized 67 billion dollars worth of perfectly functional Chinese infrastructure, which is certainly an act of war against China. We will see over the coming months whether that particular act of war is litigated through diplomacy, courts of law, or armed conflict. Of the three diplomacy is the least likely in my view, as we have no department in our government responsible for diplomacy.
