No, all random neighborhoods are RANDOM. You have no idea what you are going to get if you pick a black neighborhood. It could be Collier Heights outside of Atlanta, or it could be South Memphis. Likewise, a white neighborhood could be Highland Park or a trailer park.
That's what random means.
Now that I have explained the question, I put it again. What color would YOU pick to live in a random neighborhood with?
