ST PAUL, Minn. — One of the men federal agents said they were targeting when they removed a U.S. citizen from his St. Paul home in his underwear in subfreezing temperatures has been in prison since 2024, according to jail records.
Lue Moua, the suspected sex offender that federal agents said they were targeting, has been incarcerated at the Minnesota Corrections Facility in Faribault since Sept. 2024. The U.S. Department of Homeland Security said the man's home was the target for two convicted sex offenders. Instead, they led ChongLy "Scott" Thao, a U.S. citizen, out of the home in handcuffs while he was wearing next to nothing in the frigid temperatures.
