I.C.E. , FBI, ATF, DEA, etc are not trained for crowd control, that's what police are trained for. That's on Frey for not allowing them to engage with I.C.E. for crowd control...
I.C.E., FBI, ATF, DEA, etc are trained to end the threat when a gun comes out, as are the military...they are trained to react immediately...IE, no conference calls, huddles, etc...
