Farmers could be asked to forecast their need for legal immigrants and this would give our government some idea about how many work permits to hand out.
I would not be surprised to hear that this isn't already being done.
People that can't afford their groceries don't have their **** together enough to grow their own food. MOSTLY. There are exceptions in ozarkia and appalachia.
