OF COURSE NATO doesn't have to respond if the US doesn't want them to!  NATO's charter DOES NOT supersede the US Constitution if we're under attack!  But they ARE required to help defend us IF THE US INVOKES Title V when attacked, just exactly like any other member country is protected by invoking Title V.
