Russia's history is long and storied. Among the stories are many ambitions to empire. The most recent incarnation was the USSR.
Today's Russia uses "federation" to keep its vassals close. But it never wanted Ukraine to be part of its federation. It wanted Ukraine neutral, and neutral Ukraine shall again be - or a defanged rump state without a deep water port. It gets to choose. Either way, it will be a defanged rump state. If it settles before the Fall, it might get to keep Odessa.
Yeah. A buffer by another name.
More "neutral" especially to Russia.
