Today's Russia uses "federation" to keep its vassals close. But it never wanted Ukraine to be part of its federation. It wanted Ukraine neutral, and neutral Ukraine shall again be - or a defanged rump state without a deep water port. It gets to choose. Either way, it will be a defanged rump state. If it settles before the Fall, it might get to keep Odessa.
