How many degrees of planetary rotation occur in 15 minutes comparing the distance at the equator and the two polar axis positions 2 rotations a year each solstice 6 months apart?

then there is the two equinoxes 6 months apart creating 8 seasonal shifts 4 times a year between how many separate temperate zones vs longitude time zones 24/7. How did humanity convert 1460 days of rotation every 4 years into regulated 1461 days a year figuratively?

Intellectual truths don't match actual universal movements as a whole process equally separating lifetimes inhabiting space daily here.
