You can see that the spending in question has risen and fallen, over the relevant period.


To spare you inbred **** the abject humiliation you so richly deserve, I will not oblige you to stipulate to any names which may be associated with the inflection points..

In which years did the spending effectively DOUBLE in REAL terms, and in which did they fall or remain flat?
