A) There is no substance to an argument consisting of Trigger Terms, like
"California....High Speed Rail.....Billions.....Eeeeek!".
This is true regardless of how reliably it evokes the appropriate response among the credulous.
B) In the absence of substance, the most rational way to examine the question is by gauging Utility and Opportunity Cost...or Loss.
I mean Utility in the formal, academic, sense.
Does that clear up any confusion?
