Are  you talking about Sec Hegseth, who had multiple deploymnets, a couple of Bronze Stars, Expert Infantry Badge,  and the CIB (Combat Infantry Badge)?  You get the CIB for  personally engaged in active ground combat while assigned to an infantry/SF unit. Established in 1943, it requires, and recognizes, service under fire to distinguish front-line soldiers.
