There are numerous ways to earn the Bronze Star.  The one constant between them is you have to be in a combat zone.

1.  Individual Bronze Star with a V device.  V for Valor under combat.

2.  Individual Bronze Star for Meritorious Service.

3.  Civilians serving with combat units like war correspondents.

4.  A unit can earn it.

Pete earned Individual Bronze Star for Meritorious Service in combat along with his cab, which you do not understand.
