His CIB and Bronze Stars are not conclusive evidence of his participation in combat. The former confirms proximity, the latter (meritorious) doesn't even require that.

You don’t get the CiB without engaging in combat.

post your source that claims he earned the CIB without engaging the enemy in combat.
