Blanket CIB orders (Combat Infantryman Badge) are unit-level award orders that list all eligible infantrymen during a deployment, rather than requiring individual citations. They are commonly issued for operations where the entire unit meets eligibility, but require strict oversight to ensure all listed personnel are entitled. No sir, far from it.  Where in your little description does it say you do not have to be in combat?  All that is saying is instead of writing a citation for each person who was in combat one order covers them all.  That does not mean the those who were not in a particular fight get one also.

Consider yourself schooled and go argue with the army.  NOW we are done.

I'll let the Army tell you:

2)  Be assigned to an infantry unit during such time as the unit is engaged in active ground combat.
(a)  A recipient must be personally present and under hostile fire while serving in an assigned infantry or SF primary duty in a unit actively engaged in ground combat with the enemy. The unit in question must be a brigade, regiment, or smaller size. For example, personnel possessing an infantry MOS in a rifle squad of a cavalry platoon in a cavalry troop would be eligible for award of the CIB. Battle or CPC alone is not sufficient. The unit must have been in active ground combat with the enemy during the period.
