Requirements for Valid CIB Awarding:

Individual Qualification: The soldier must be an infantry/Special Forces MOS, assigned to an infantry unit, and actively engaged in ground combat.
Documentation: Unlike medals, the CIB often uses "extract" orders covering several members.

Go argue with the army.
