The war against Russia was planned well in advance. In 2013, the Rand corporation published a paper titled, "Over-extending and unbalancing Russia. " Among many things discussed in the paper was providing lethal aid to Ukraine - which, at the time the paper was published, was on friendly terms with Russia, economically and socially, at the highest ministerial levels. So this call for "lethal aid" clearly envisioned a change in the Ukrainian government.

It is an easy skim - one can get the flavor very quickly: The US deep state was planning to destabilize Russia through myriad manipulations of the countries around it. Economic sanctions are discussed. Interfering in Russia's politics and in its neighbors' politics was discussed. Promoting protests, undermining Russia's image abroad, reposturing our strategic bombers to with easy striking range, reposturing our fighters to within easy striking range, deploying additional tactical nuclear weapons close to Russia, more drones, mor spy planes, more long range missiles and aircraft, leaving the nuclear arms control treaty - all of thse things were suggested in the paper as ways to harry and over-extend Russia.

Using NATO to harry Russia in the black sea, increasing European NATO capabilities (spending), deploying large numbers of forces on the Russian border, holding military exercizes on Russia's frontiers - many other possible ways to harry Russia are discussed in the paper

In its conclusion, the paper recommends the following - and remember, this is published in 2013:
Expand U.S. energy production
Impose deeper trade and financial sanctions
Increase U.S. and allied naval force posture and presence
Reposture bombers
Invest more in autonomous or remotely piloted aircraft
Invest more in long-range strike aircraft and missiles
Invest more in longer-range HARMs (supersonic, air-to-surface tactical missile designed specifically to seek out and destroy enemy radar-equipped air defense)
Invest more in new electronic warfare technologies

If you look at America's moves against Russia since this paper was published, it's clear that Russia is being put on its back foot by the US deep state. But this doesn't bring us to the war in Ukraine. THAT bit of statecraft came in 2014, when the US deep state overthrew the government of Ukraine and planted an anti-Russian coup government in the previously neutral country. 

What follows is the proof of that action by the state department under Hillary Clinton. In the tape, which the US State Department has confirmed is real, you will hear Clinton's top aid, Victoria Nuland, discussing the US backed coup with the Ambassador to Ukraine (CIA), deciding who will and who will not be allowed to serve in the coup government.
