That isn't 100% true, because Texas cannot force mexico to take the deportees. And Mexico has stated it will receive ZERO deportees from the state of Texas.

The work around is to threaten them with prison for breaking the Texas law unless they leave voluntarily, and then transport them to the crossing. 

Another work around is to find a carrot or a stick or a combination of carrot and stick to change mexico's mind about receiving them.

Another work around is to convict them, suspend their sentence, and turn them over to the feds for deportation.

But the ball is definitely moving in the opposite direction of the biden years, and the right people are ******-bleeding.
