1) It DOES NOT allow Illegals to vote, and
2) It DOES NOT allow Phantom Votes !
American citizens are IDENTIFIED and put an a list... THAT LIST (of citizens) becomes the BASELINE ! If you are NOT a citizen you DON'T get a ballot... NO MORE Unaccounted for (Pantom) Voters, and NO MORE Illegals voting !!
