I have a great idea on how to release Iran's money.

Providing that Iran does everything in the agreement. Their 300 billion can be used as credit towards food and infrastructure for their people only. No weapons or anything for the military. If they are caught funding terrorists, they get cut off. And YES, we tell them how to spend their money.
