As far as legitimate uses for enriched uranium, here is what AI said:

As for Iran's decisions about generating power, I'm not enough of a control freak to generate an opinion about how they should manage that. Since they have oil, should the not use wind, solar, or hydro, as well, in Controlandia?
It does not say "Enrichment" as though that is agreed upon, it says "the issue of enrichment". We say this issue is settled and they don't NEED to enrich because we'll provide the nuclear fuel they need for civilian power.
