The $350 million federal grant went to two bipartisan state coalitions to design student assessments. While the education giant Pearson owned a 25% stake in Penguin Random House at the time, the book deal itself was won via a highly competitive private bidding war among multiple commercial publishers. 

Federal GRANT, cupcake?? Imagine the **** out of that!!
