Historically, Presidents have sometimes used federal authority to enforce court orders, such as during school desegregation in the 1950s and 1960s when states resisted federal court rulings.So, in summary: the President's primary constitutional responsibility is to enforce federal law through executive agencies and the courts, not by acting unilaterally outside the legal process.
