So why are you so hung up on the semantics? There's good reason for any president NOT to "declare" a war, not the least of which is be limited by the political bias of Congress that would interfere with the president's role and duty as Commander-in-Chief.
Why don't you try telling Iran that this isn't a war, as you claim.
