The Gulf of Tonkin Resolution, passed by the U.S. Congress on August 7, 1964, granted President Lyndon B. Johnson broad military powers to escalate U.S. involvement in the Vietnam War.
The votes for the resolution were nearly unanimous, with only two dissenting votes in the entire Congress:
- House of Representatives: Passed unanimously with a vote of 416-0.
- Senate: Passed by a vote of 88-2 (some records cite 82-2 due to absences or members not voting).
The Dissenting Senators
The only two politicians to vote against the resolution were both Democrats:
- Senator Wayne Morse (D-OR)
- Senator Ernest Gruening (D-AK)
Senator Morse famously opposed the resolution on constitutional grounds, arguing that it gave the President a "blank check" and violated Article I of the Constitution by surrendering Congress's war-making power. He correctly predicted that history would view this as a grave mistake.
