Hiring veteran truck drivers is good but doesn't solve the problem.
The problem is who hires the truck drivers to ship a load. There are a lot of illegals and illegal truck drivers out there. Illegals buy a beat up old truck and work for less than half the price legal truck drivers work for. You make who ever hires the truck drivers responsible for their actions. Hiring illegals will stop.
