you could house the homeless away from society
care for, detox, teach skills and how to be human again....
you could also pull out the unsavable bad eggs....get them away from the homeless to keep them safe
when and if they can earn their way out, they would get a chance to live in society
they **** up....back to the camps
the only draw back is the government not wasting billions on waste fraud and incompetence
this would solve so many problems
