When will black criminal tendencies be stored in the genes?

One traditional stat is the colored crime rate is 8x more than normal people.
You know how it goes. Cultural, environmental, etc. traits become so commonplace that these traits eventually become genetically encoded. Witness the flightless bird. It is flightless because it has no natural predators, and hence, does not need flight as a defense mechanism.
Or, has genetic criminality already settled into the colored man?
