This guy have no problem to take public sector money. He is just pure marketing. He managed a fund for Tressis, closed in 3 years underperforming every single one of them. He pointed that Spain umployement would skyrock with the increase in basic salary, Spain umployments goes to minimum. He got money public to bring UK companies to spain after brexit, zero succes.
