Section 219 is worded as our two militaries as not a merger, but an integration and acquisition of research and technology. When you look through the language, it is clear how carefully they worded and framed the intent. They never used the word 'merger.' They used the word cooperation. We already have cooperation. We have for decades. A pentagon official must coordinate synchronization between the US/Israel tech program and....data acquisition. Data acquisition is the most dangerous. 

Translation: We are merging. Use whatever reframing and careful wording you want. It's a merger.
