The Strait of Hormuz is generally treated as an international strait under the UN Convention on the Law of the Sea (UNCLOS), because it connects two parts of the high seas or exclusive economic zones and is used for international navigation. Ships enjoy a right of transit passage, which coastal states generally may not suspend. Iran and Oman still retain authority over matters such as safety, pollution, and traffic regulation, but those rules cannot unreasonably impede transit.
