3. As an Adverb (Meaning "very" or "completely")When modifying an adjective, tout is usually invariable (stays tout), except when it sits right before a feminine adjective that starts with a consonant.

• Elle est tout heureuse. (She is completely happy — starts with a vowel) 
• Elle est toute petite. (She is very small — starts with a consonant, so it agrees and becomes toute) [7]
