That's the way Title IX was written, give the DOE the ability to write "rules" at will and allowing ANY Administration to change at will.
Yeah, it's a **** UP way to do things and instead, CONGRESS needs to write LAWS, not "rule making" ability into ANY LAW!! But that's how they use this kind of legislation to make it seem it's "bi-partisan" legislation when it's just smoke and mirrors and depending on whatever PARTY is in office to make them. MANY of our Federal laws are written like this, not just this one.
