The timeline of events surrounding the Trump-Russia investigation—referred to by critics as the "Russia Hoax" and culminating in documented FISA court failures—involves a complex interplay between opposition research funded by Hillary Clinton’s campaign, actions taken by the FBI, and subsequent federal oversight investigations. 
The chronologically grouped timeline below traces the origin of these events to the revelations of institutional misconduct.
  • April 2016: The Hillary Clinton campaign and the Democratic National Committee (DNC), through their law firm Perkins Coie, retain opposition research firm Fusion GPS. Fusion GPS subsequently hires former British intelligence officer Christopher Steele to investigate Donald Trump’s ties to Russia. 
  • July 2016: CIA Director John Brennan briefs President Barack Obama on intelligence indicating that Hillary Clinton approved a plan to "vilify Donald Trump by stirring up a scandal claiming interference by the Russian Security Service" to distract from her own private email server controversy. 
  • July 31, 2016: The FBI officially opens its counterintelligence investigation, codenamed "Crossfire Hurricane," led by Deputy Assistant Director Peter Strzok. The official trigger was an intelligence tip from an Australian diplomat regarding campaign advisor George Papadopoulos, not the Steele Dossier. 
  • September 2016: Clinton campaign lawyer Michael Sussmann meets with the FBI to present allegations of a secret communications channel between the Trump Organization and Russia's Alfa Bank. The FBI later determines these allegations to be implausible. 
  • October 21, 2016: The FBI and Department of Justice (DOJ) successfully apply to the Foreign Intelligence Surveillance Court (FISC) for a warrant to monitor former Trump campaign aide Carter Page. The application relies heavily on the unverified Steele Dossier. 
  • Early 2017: The FBI renews the Carter Page FISA warrant multiple times. During this period, the FBI interviews Steele’s primary sub-source, who reveals that the dossier's most salacious claims are based on unverified "bar talk" and rumors, yet the FBI does not correct its ongoing FISA renewal requests. 
  • July 2018: Under pressure from Congress, the DOJ releases heavily redacted copies of the Carter Page FISA applications, confirming that Christopher Steele’s political opposition research was used to justify the surveillance.
  • December 2019: DOJ Inspector General Michael Horowitz issues a scathing report on Crossfire Hurricane. The report finds 17 significant errors and omissions in the FBI's FISA applications. Crucially, the FBI omitted that Carter Page had previously acted as an approved operational contact for another U.S. government intelligence agency.
  • Late 2019: The FISC issues a rare public reprimand to the FBI. The court states that the FBI's handling of the Page applications "antithetically" opposed the duty of candor required by the court, rendering the final two of the four surveillance warrants invalid. 
  • August 2020: Former FBI lawyer Kevin Clinesmith pleads guilty to altering an internal email to conceal that Carter Page had been a source for another government agency. This alteration directly facilitated the final fraudulent FISA renewal.
  • May 2023: Special Counsel John Durham releases his final report concluding that the FBI lacked "analytical objectivity" and possessed no actual evidence of collusion when it launched Crossfire Hurricane. The report concludes that the Bureau treated the Trump investigation with stark bias compared to how it handled parallel allegations involving the Clinton campaign.
