The part that the STATE has to prove is that -
1. "Climate change" is PROVEN to be MANMADE
2. That OIL is the cause if they can prove that
3. That the STATE has any jurisdiction to make laws seeing how the ENERGY DEPT. makes laws for oil companies!! And the EPA regulates "the air and water"!!
