When Rubio talks about sanctioning people connected to the world court, he is talking about stealing their bank accounts and properties.
When we "sanction" people, we literally steal their money. Or as we say, "freeze" it.
That is why the world is moving away from the dollar. Because we can "sanction" individuals and countries by "freezing" their individual or sovereign wealth, immediately crippling them financially.
That is why BRICS does more business than the G20 in PPP. The world is de-dollarizing to avoid rampant and whimsical "sanctions.".
Mind over matter semantics doesn't work any better than economic symbolism over substance to any natural brain navigating time lived since conception proportionately alive in their specific location defined by longitude, latitude, ancestral lineage, generation gap, ancestor body inhabiting time as positioned here now since date of birth and rotations alive since.
