To bring up another issue:

There is a very good reason why law enforcement is prohibited from firing at or into moving vehicles. Renee Good's foot was on the accelerator when she was shot. A body in motion stays in motion. If she hadn't crashed into the parked car down the street; her car would have been an accelerating missile, possibly injuring or killing multiple people.
