Why did the lady approach the officers in the first place?
She was also a protestor. I would like to know if she was preventing ICE from doing their job, like most of the protestors there are doing. This matters, because if she had not interfered, then Pretti would still be alive. She indirectly killed him.

That analogy does not work. The point is that Pretti would be alive had she not agitated ICE. It's highly unlikely that ICE arbitrarily chose her out of the protest, waved her over, and then started an altercation.
